The sign at the bottom says:

"This Mourning Frock - Coat was custom tailored for William J. Quinn in January of 1883 by J. Frank Lynch, Tailor. This was the type of garment worn by funeral directors prior to World War I. William J. Quinn founded this funeral home in 1876."

The date is most likely incorrect as J. Frank Lynch is listed in the Troy City Directory up through 1887. He first appears in the Erie City Directory in 1891 as a cutter.
